Who pays closing costs in Fremont, CA?

In Fremont, the buyer customarily pays the escrow fee and the owner's title insurance policy, and the seller pays the Alameda County transfer tax of $1.10 per $1,000. Fremont has no city transfer tax. Other costs, such as the home warranty, pest repairs and HOA transfer fees, are negotiated in the purchase contract.

Transfer tax in Fremont

Fremont does not have a city transfer tax. The only transfer tax on a Fremont sale is the Alameda County documentary transfer tax of $1.10 per $1,000 of the sale price, customarily paid by the seller.

Example: on a $1,400,000 Fremont home, the county transfer tax is $1,540. The same sale in Hayward would add a city transfer tax of $11,900 ($8.50 per $1,000), which is why there is no city tax line on a Fremont settlement statement.

How much is property tax in Fremont?

Fremont property tax is about 1.15% to 1.20% of your purchase price per year, plus fixed charges. That is the 1% Prop 13 base plus voter-approved bonds, and a sample Fremont parcel was 1.1741% for 2025-26. The Union Sanitary District sewer charge, $661.15 per single-family home for 2026-27, is also on the tax bill. On a $1,400,000 home, expect roughly $16,800 to $17,700 a year.

Estimate only: price × 1.15%–1.20% plus about $661–$900 in flat parcel taxes and fees. Your exact rate depends on your tax rate area. Look up any parcel's actual bill on the Alameda County Treasurer-Tax Collector site.

Over 55, or inheriting a parent's home? You may be able to keep a lower Prop 13 tax base. See Prop 19 explained, with calculators.

Check the exact tax for a specific home

Look up the address on the Alameda County Treasurer-Tax Collector property tax portal (choose Real Property, then search by address or parcel number) and open the current secured bill. Multiply your purchase price by the percentage rates on the bill (the 1% general tax plus voter-approved bonds), then add the fixed dollar charges such as Mello-Roos, parcel taxes and sewer. Don't use the seller's total: it is based on their older assessed value. Here is a step-by-step guide with an example.

Mello-Roos in Fremont

Fremont has three Mello-Roos (Community Facilities) districts: CFD No. 1 Pacific Commons, CFD No. 2 Warm Springs Public Facilities and CFD No. 3 Warm Springs Public Services. Homes inside them pay an extra special tax that the calculator above does not include. Check the current tax bill or the preliminary title report before you make an offer.

School parcel tax

Fremont Unified's Measure I parcel tax ($73 a year) expired after the 2024-25 tax bills. Fremont Unified's school bonds, including Measure M (2024), are part of the voter-approved rate instead.

Supplemental tax bill after you buy

When you buy, the county reassesses the home to your purchase price and sends one or two supplemental tax bills for the difference, prorated from your closing date. These usually arrive months after closing and are often not paid through your lender's impound account, so budget for them.

When property tax is due

First installment: due Nov 1, late after Dec 10. Second installment: due Feb 1, late after Apr 10. Late payments add a 10% penalty. You can look up and pay any parcel's bill on the Alameda County Treasurer-Tax Collector website.

2026 loan limits in Fremont: conforming, high-balance, jumbo and FHA

In 2026, a one-unit home in Fremont (Alameda County) can get a conforming loan up to $1,249,125. Loans up to $832,750 are standard conforming, loans from $832,751 to $1,249,125 are high-balance conforming, and anything above $1,249,125 is a jumbo loan. The FHA limit for a one-unit home is $1,249,125.
PropertyConforming limitHigh-balance rangeJumboFHA limit
1 unit (house, condo, townhome) Up to $1,249,125 $832,751 – $1,249,125 Above $1,249,125 $1,249,125
2 units Up to $1,599,375 $1,066,251 – $1,599,375 Above $1,599,375 $1,599,375
3 units Up to $1,933,200 $1,288,801 – $1,933,200 Above $1,933,200 $1,933,200
4 units Up to $2,402,625 $1,601,751 – $2,402,625 Above $2,402,625 $2,402,625

What the difference means for you

High-balance conforming loans follow Fannie Mae and Freddie Mac rules, so down payments can start as low as 5–10%, but pricing is often slightly higher than for standard conforming loans. Jumbo loans are set by each lender, typically need 10–20% down and more cash reserves, and are sometimes priced at or even below conforming rates for strong borrowers. VA loans have no loan limit for veterans with full entitlement. Many Fremont buyers can stay under the conforming limit by adjusting the down payment, so it pays to compare options before you write an offer. SI MTG prices them side by side.

Lower rate, or help with closing costs? Compare your options

You can usually pay points upfront for a lower rate, take the standard rate, or accept a slightly higher rate and get a lender credit toward closing costs.

OptionRateMonthly P&IUpfrontUpfront + interest
Buy down the rate
Standard rate
Higher rate + lender credit

Other ways to cover closing costs: a seller credit negotiated in the offer, or part of your buyer’s agent commission credited back to you, if the contract and lender allow it. Credits can’t exceed your actual closing costs, and loan programs cap seller contributions.

Points vs. lender credit: how much more or less you pay than the standard rate

Upfront cost (or credit) plus interest paid, compared with the standard rate (the $0 line). Above $0 costs more; below $0 saves money. Where the buy-down line crosses $0 is your break-even.

Natural hazards and seller disclosures in Fremont

The Hayward Fault runs north–south through Fremont, and parts of the city are in state-mapped earthquake fault zones. Most of Fremont is in a mapped liquefaction zone, the eastern hills have landslide zones, and some areas near Coyote Hills, west of I-880 and along Alameda Creek are flood-prone.

California sellers must give buyers a Natural Hazard Disclosure (NHD) report that shows whether the specific parcel is in a fault zone, seismic hazard zone, FEMA flood zone, dam inundation area or fire hazard zone. Read it carefully, and ask your lender whether flood insurance will be required.

Renting out a home in Fremont: local rules

Fremont has a Rent Review Ordinance but no local rent cap. Tenants can ask for review of a rent increase over 5% in 12 months, though the Rent Review Board's decisions are advisory. State law (AB 1482) caps rent increases at 5% plus inflation, up to 10%, for covered units, and requires just cause for evictions.

What's required when you sell a home in Fremont

Fremont has no city point-of-sale inspection requirement that we could find. State law still requires sellers to provide working smoke alarms and carbon monoxide detectors, a braced water heater, and a written disclosure about water-conserving plumbing fixtures.
