Who pays closing costs in Newark, CA?

In Newark, the buyer customarily pays the escrow fee and the owner's title insurance policy, and the seller pays the Alameda County transfer tax of $1.10 per $1,000. Newark does not appear on title companies' lists of cities with a city transfer tax. Other costs, such as the home warranty, pest repairs and HOA fees, are negotiated in the purchase contract.

Transfer tax in Newark

Newark has no city transfer tax on title companies' Alameda County charts. A Newark sale pays the Alameda County documentary transfer tax of $1.10 per $1,000 of the price, customarily paid by the seller.

Example: on a $1,200,000 Newark home, the county transfer tax is $1,320. By comparison, neighboring Hayward adds a city tax of $8.50 per $1,000.

How much is property tax in Newark?

Newark property tax is about 1.15% of your purchase price per year in most areas, plus fixed charges. That is the 1% Prop 13 base plus voter-approved bonds for Newark Unified, Ohlone College, Washington Hospital, BART and others. The Union Sanitary District sewer charge, $661.15 per single-family home for 2026-27, is also on the tax bill. On a $1,200,000 home, expect roughly $13,600 to $14,700 a year.

Estimate only: price × 1.08%–1.15% plus about $661–$900 in flat parcel taxes and fees. Your exact rate depends on your tax rate area. Look up any parcel's actual bill on the Alameda County Treasurer-Tax Collector site.

Over 55, or inheriting a parent's home? You may be able to keep a lower Prop 13 tax base. See Prop 19 explained, with calculators.

Check the exact tax for a specific home

Look up the address on the Alameda County Treasurer-Tax Collector property tax portal (choose Real Property, then search by address or parcel number) and open the current secured bill. Multiply your purchase price by the percentage rates on the bill (the 1% general tax plus voter-approved bonds), then add the fixed dollar charges such as Mello-Roos, parcel taxes and sewer. Don't use the seller's total: it is based on their older assessed value. Here is a step-by-step guide with an example.

What makes up the rate

For 2026-27, Newark's rate is about 1.1458% in areas that include the Newark Unified school bond: the 1% base, plus Newark Unified bonds (0.0656%), Ohlone College (0.0272%), Washington Township Hospital (0.0212%), BART (0.0163%), county bonds (0.0083%), ACWD (0.0054%) and the regional park district (0.0018%). Areas without the school bond are closer to 1.08%.

Mello-Roos and special assessments

We did not find a Mello-Roos district in Newark's city financial reports, but newer subdivisions can still carry special assessments or HOA dues. Always check the current tax bill and the preliminary title report for the specific home.

Supplemental tax bill after you buy

After closing, the county reassesses the home to your purchase price and sends supplemental tax bills for the difference, prorated from your closing date. They often arrive months later and usually aren't paid by your lender's impound account, so set the money aside.

When property tax is due

First installment: due Nov 1, late after Dec 10. Second installment: due Feb 1, late after Apr 10. Late payments add a 10% penalty.

2026 loan limits in Newark: conforming, high-balance, jumbo and FHA

In 2026, a one-unit home in Newark (Alameda County) can get a conforming loan up to $1,249,125. Loans up to $832,750 are standard conforming, loans from $832,751 to $1,249,125 are high-balance conforming, and anything above $1,249,125 is a jumbo loan. The FHA limit for a one-unit home is $1,249,125.
PropertyConforming limitHigh-balance rangeJumboFHA limit
1 unit (house, condo, townhome) Up to $1,249,125 $832,751 – $1,249,125 Above $1,249,125 $1,249,125
2 units Up to $1,599,375 $1,066,251 – $1,599,375 Above $1,599,375 $1,599,375
3 units Up to $1,933,200 $1,288,801 – $1,933,200 Above $1,933,200 $1,933,200
4 units Up to $2,402,625 $1,601,751 – $2,402,625 Above $2,402,625 $2,402,625

What the difference means for you

High-balance conforming loans follow Fannie Mae and Freddie Mac rules, so down payments can start as low as 5–10%, but pricing is often slightly higher than for standard conforming loans. Jumbo loans are set by each lender, typically need 10–20% down and more cash reserves, and are sometimes priced at or even below conforming rates for strong borrowers. VA loans have no loan limit for veterans with full entitlement. Many Newark buyers can stay under the conforming limit by adjusting the down payment, so it pays to compare options before you write an offer. SI MTG prices them side by side.

Lower rate, or help with closing costs? Compare your options

You can usually pay points upfront for a lower rate, take the standard rate, or accept a slightly higher rate and get a lender credit toward closing costs.

Buy down the rate

Higher rate + lender credit

Other ways to cover closing costs: a seller credit negotiated in the offer, or part of your buyer’s agent commission credited back to you, if the contract and lender allow it. Credits can’t exceed your actual closing costs, and loan programs cap seller contributions.

Points vs. lender credit: how much more or less you pay than the standard rate

Upfront cost (or credit) plus interest paid, compared with the standard rate (the $0 line). Above $0 costs more; below $0 saves money. Where the buy-down line crosses $0 is your break-even.

Schools serving Newark

Newark is served by Newark Unified School District (Newark Memorial High School, Newark Middle School and elementary schools including Kennedy, Coyote Hills, Lincoln, Schilling and Birch Grove) and by Ohlone College, which has its Newark Center for Health Sciences and Technology campus in the city.

Confirm a home's assigned schools with Newark Unified, because attendance boundaries are set by address.

Natural hazards and seller disclosures in Newark

Part of Newark is within 5 km of the Hayward Fault, but no part of the city is within 2 km of it, according to the city. Newark's biggest mapped risks are along the bay: FEMA coastal flood zones, liquefaction zones and sea level rise. The 2024 Tri-City hazard plan estimates about 28% of Newark's acreage is affected by 1 meter of sea level rise plus a 100-year storm.

The seller's Natural Hazard Disclosure (NHD) report shows whether a specific home is in a FEMA flood zone, liquefaction zone or other mapped zone. If it's in a FEMA high-risk flood zone, your lender will require flood insurance, so get a quote before you remove contingencies.

Renting out a home in Newark: local rules

Newark adopted new tenant rules in 2026. Ordinance No. 561, effective May 1, 2026, does not cap rents, but tenants can request review and mediation of increases over 5% in 12 months, and an increase is void if the landlord refuses mediation. Evictions require just cause, and no-fault evictions require relocation payments.

ADUs, SB 9 and permits in Newark

Yes, Newark allows ADUs on single-family and multifamily lots: attached, detached and garage conversions. Most need only a building permit. Junior ADUs can be up to 500 sq ft, and ADUs under 750 sq ft pay no impact fees.

What's required when you sell a home in Newark

We found no Newark city point-of-sale inspection requirement. State law requires sellers to provide working smoke alarms and carbon monoxide detectors, a braced water heater, and a written disclosure about water-conserving plumbing fixtures.
