In Hayward, the buyer and seller customarily split the city transfer tax 50/50 ($8.50 per $1,000), the seller pays the Alameda County transfer tax ($1.10 per $1,000), and the buyer pays the escrow fee and the owner's title insurance policy. Other costs are negotiated in the purchase contract.

Transfer tax in Hayward

Yes, Hayward has a city real property transfer tax of $8.50 per $1,000 of the sale price, set by voters in Measure T (2018). By local custom, buyer and seller split it 50/50. The seller also pays the Alameda County tax of $1.10 per $1,000.

Example: on a $900,000 Hayward home, the city transfer tax is $7,650, or $3,825 each for buyer and seller, and the county tax is $990 (seller). The seller's total transfer tax is $4,815 and the buyer's is $3,825. In Fremont or Newark, there is no city tax.

How much is property tax in Hayward?

Hayward property tax is about 1.15% to 1.29% of your purchase price per year, depending on the tax rate area. That is the 1% Prop 13 base plus voter-approved bonds for Hayward Unified, Chabot College, the park district, BART and others. Homes in Eden Shores, Cannery Place or the South Hayward BART area also pay a Mello-Roos special tax. On a $900,000 home outside a Mello-Roos district, expect roughly $10,500 to $12,100 a year.

Estimate only: price × 1.15%–1.29% plus about $150–$500 in flat parcel taxes and fees. Your exact rate depends on your tax rate area. Look up any parcel's actual bill on the Alameda County Treasurer-Tax Collector site.

Over 55, or inheriting a parent's home? You may be able to keep a lower Prop 13 tax base. See Prop 19 explained, with calculators.

Check the exact tax for a specific home

Look up the address on the Alameda County Treasurer-Tax Collector property tax portal (choose Real Property, then search by address or parcel number) and open the current secured bill. Multiply your purchase price by the percentage rates on the bill (the 1% general tax plus voter-approved bonds), then add the fixed dollar charges such as Mello-Roos, parcel taxes and sewer. Don't use the seller's total: it is based on their older assessed value. Here is a step-by-step guide with an example.

Mello-Roos in Hayward (2025-26 amounts)

Eden Shores (CFD No. 1): about $854 to $1,182 per home per year; the bonds are scheduled to be paid off in 2032. Cannery Place (CFD No. 2): about $274 to $566 per unit, for police services. South Hayward BART (CFD No. 3): about $581 per market-rate unit, with no end date. The calculator above does not include these.

School parcel tax

Hayward Unified's Measure A parcel tax runs through mid-2029, and owner-occupants 65 and older can apply for an exemption ((800) 273-5167). A proposed $98 parcel tax (Measure G) failed in June 2026.

Sewer is on the water bill, not the tax bill

Unlike Fremont and Newark, most Hayward homes pay sewer on the city's bimonthly water bill. Homes in Oro Loma Sanitary District areas pay Oro Loma's sewer charge instead.

Supplemental tax bill after you buy

After closing, the county reassesses the home to your purchase price and sends supplemental bills for the difference, prorated from your closing date. They often arrive months later and usually aren't paid through your impound account.

When property tax is due

First installment: due Nov 1, late after Dec 10. Second installment: due Feb 1, late after Apr 10. Late payments add a 10% penalty.

2026 loan limits in Hayward: conforming, high-balance, jumbo and FHA

In 2026, a one-unit home in Hayward (Alameda County) can get a conforming loan up to $1,249,125. Loans up to $832,750 are standard conforming, loans from $832,751 to $1,249,125 are high-balance conforming, and anything above $1,249,125 is a jumbo loan. The FHA limit for a one-unit home is $1,249,125.

3 units Up to $1,933,200 $1,288,801 – $1,933,200 Above $1,933,200 $1,933,200
4 units Up to $2,402,625 $1,601,751 – $2,402,625 Above $2,402,625 $2,402,625

What the difference means for you

High-balance conforming loans follow Fannie Mae and Freddie Mac rules, so down payments can start as low as 5–10%, but pricing is often slightly higher than for standard conforming loans. Jumbo loans are set by each lender, typically need 10–20% down and more cash reserves, and are sometimes priced at or even below conforming rates for strong borrowers. VA loans have no loan limit for veterans with full entitlement. Many Hayward buyers can stay under the conforming limit by adjusting the down payment, so it pays to compare options before you write an offer. SI MTG prices them side by side.

Lower rate, or help with closing costs? Compare your options

You can usually pay points upfront for a lower rate, take the standard rate, or accept a slightly higher rate and get a lender credit toward closing costs.

Buy down the rate
Standard rate
Higher rate + lender credit

Other ways to cover closing costs: a seller credit negotiated in the offer, or part of your buyer’s agent commission credited back to you, if the contract and lender allow it. Credits can’t exceed your actual closing costs, and loan programs cap seller contributions.

Points vs. lender credit: how much more or less you pay than the standard rate

Upfront cost (or credit) plus interest paid, compared with the standard rate (the $0 line). Above $0 costs more; below $0 saves money. Where the buy-down line crosses $0 is your break-even.

Schools serving Hayward

Most of Hayward is served by Hayward Unified School District. Some homes with a Hayward mailing address, such as the Five Canyons area, are in Castro Valley Unified. Hayward is also home to Cal State East Bay and Chabot College.

Confirm a home's school district and assigned schools by address before you write an offer.

Natural hazards and seller disclosures in Hayward

The Hayward Fault runs along the base of the East Bay Hills through Hayward, and state-mapped earthquake fault zones cover parts of the city. New homes built in a fault zone generally must be set back 50 feet from active fault traces. The state also maps liquefaction and earthquake-induced landslide zones here, and the hills have mapped fire hazard severity zones.

The Hayward Fault's last major earthquake was about magnitude 7 in 1868, and the fault creeps a few millimeters a year, which can show up as cracked curbs and streets.

The seller's Natural Hazard Disclosure (NHD) report shows whether a specific home is in a fault zone, seismic hazard zone, fire hazard zone or FEMA flood zone. Check earthquake and fire insurance costs before you remove contingencies.

Renting out a home in Hayward: local rules

Hayward has rent stabilization for most multi-unit buildings built before July 1, 1979: increases are capped at 5% a year, or up to 10% with banked increases. All Hayward rentals need one of 16 just-cause reasons for eviction, and no-fault evictions require relocation assistance.

ADUs, SB 9 and permits in Hayward

Yes. Hayward allows one ADU and one junior ADU on a single-family lot. Detached ADUs can be up to 1,200 sq ft, attached ADUs up to 50% of the main home, and junior ADUs up to 500 sq ft, with 4 ft side and rear setbacks. Hayward also has pre-approved ADU plans.

What's required when you sell a home in Hayward

New in 2026: homes in the Oro Loma Sanitary District service area that enter escrow on or after August 1, 2026 need a sewer lateral compliance certificate before title transfers. That means a camera inspection and pressure test with a district representative present ($450), plus any repairs. A time extension is available if requested before closing.

Homes on City of Hayward sewer have no point-of-sale lateral requirement that we found. Rentals don't need a city inspection at sale.
